HICIRAC Cambodia mobile app (Android & iOS)

Privacy Policy

Effective date: 18 September 2026

This policy explains how the HICIRAC Cambodia mobile app (the "App") handles information. The App is published by the Highest Council for Islamic Religious Affairs of Cambodia ("HICIRAC", "we", "us"). In short: the App has no accounts, collects no personal information about you, and keeps what it needs on your own device.

1. No account, no sign-in

You can use every part of the App without creating an account or signing in. We do not ask for your name, email address, phone number or any other identifying details in order to use the App.

2. Information that stays on your device

Location (only if you allow it). The Qibla compass asks for your location to calculate the direction and distance to the Kaaba from where you are. This calculation happens on your device. Your location is never sent to HICIRAC or to anyone else, and it is not stored. If you decline, the compass uses the prayer district you selected instead.
Compass heading. The Qibla screen reads your phone's compass to turn the dial. This reading is used on the device only.
Prayer reminders. If you allow notifications, the App schedules prayer-time reminders on your device from the public timetable. They are local notifications: we do not use a push-notification service and we do not collect a device token.
Your prayer checklist and preferences. Items such as the prayers you tick off today are saved in the App's storage on your device. Older days are deleted automatically. This data is removed when you clear the App's data or uninstall it.

3. Information sent over the internet

To show its content, the App requests public information from the following services. Like any internet request, each one necessarily reveals your device's IP address and basic technical details (such as the type of device and operating system) to the server that answers it.

hicirac.org (HICIRAC). Prayer times for the district you choose, news, the mosque register, published rulings, the council's leadership and the Islamic calendar. When you use Verify Certificate, the certificate number you enter is sent so it can be checked against the register. Our web server keeps standard access logs only as long as needed for security and troubleshooting.
Quran.com API and its audio service. The text of the Holy Quran, its Khmer translation and recitations are loaded from Quran.com when you open a chapter or play a recitation.
Google Fonts. The App downloads the typefaces used to display Khmer, Arabic and Latin text from Google's font service.

These third parties process requests under their own privacy policies. We do not send them any personal information about you.

4. Forms in the App

Some screens let you type a question, an application or a message (for example Ask the Fatwa Committee, Halal Certification and Contact). In this version of the App, what you type in these forms is not transmitted to HICIRAC; it stays on your screen. To reach the council, please use the contact details at the end of this policy. If a future version sends these forms, this policy will be updated before that happens.

5. Donations

The App does not process payments and does not collect card or bank details. It shows the council's official accounts; any transfer you make happens in your own banking app, under that bank's terms and privacy policy.

6. What we do not do

We do not show advertising.
We do not use analytics, tracking or crash-reporting services.
We do not track you across other apps or websites.
We do not sell, rent or share personal information — we do not collect it in the first place.

7. Permissions and your choices

You can allow or revoke location and notification permissions at any time in your phone's settings. The App keeps working without them: the Qibla compass falls back to your chosen district, and reminders simply stop. Clearing the App's data or uninstalling it deletes everything the App stored on your device. Because we hold no account or personal data about you, there is nothing for us to delete on our side beyond routine server logs; if you have any request, contact us below.

8. Children

The App is suitable for all ages and is not directed at collecting information from anyone. We do not knowingly collect personal information from children.

9. Security

All connections made by the App use encrypted HTTPS.

10. Changes to this policy

If the way the App handles information changes, we will update this page and its effective date.

គោលការណ៍នេះពន្យល់ពីរបៀបដែលកម្មវិធីទូរស័ព្ទ HICIRAC Cambodia («កម្មវិធី») គ្រប់គ្រងព័ត៌មាន។ កម្មវិធីនេះចេញផ្សាយដោយ គណៈដឹកនាំជាន់ខ្ពស់នៃសាសនាឥស្លាមកម្ពុជា («HICIRAC» «យើង»)។ ដោយសង្ខេប៖ កម្មវិធីគ្មានគណនី មិនប្រមូលព័ត៌មានផ្ទាល់ខ្លួនរបស់អ្នក ហើយរក្សាទុកតែអ្វីដែលចាំបាច់នៅលើឧបករណ៍របស់អ្នកប៉ុណ្ណោះ។

១. គ្មានគណនី គ្មានការចូលប្រើ

អ្នកអាចប្រើគ្រប់ផ្នែកនៃកម្មវិធីដោយមិនចាំបាច់បង្កើតគណនី ឬចូលប្រើឡើយ។ យើងមិនសុំឈ្មោះ អ៊ីមែល លេខទូរស័ព្ទ ឬព័ត៌មានសម្គាល់អត្តសញ្ញាណផ្សេងទៀត ដើម្បីប្រើកម្មវិធីទេ។

២. ព័ត៌មានដែលនៅលើឧបករណ៍របស់អ្នក

បញ្ជីសឡាត និងការកំណត់របស់អ្នក។ ព័ត៌មានដូចជាសឡាតដែលអ្នកបានគូសធីកថ្ងៃនេះ ត្រូវបានរក្សាទុកក្នុងឧបករណ៍របស់អ្នក។ ថ្ងៃចាស់ៗត្រូវលុបដោយស្វ័យប្រវត្តិ។ ទិន្នន័យនេះនឹងត្រូវលុបនៅពេលអ្នកសម្អាតទិន្នន័យកម្មវិធី ឬលុបកម្មវិធីចេញ។

ដើម្បីបង្ហាញខ្លឹមសារ កម្មវិធីស្នើសុំព័ត៌មានសាធារណៈពីសេវាខាងក្រោម។ ដូចការស្នើសុំតាមអ៊ីនធឺណិតទាំងអស់ដែរ ម៉ាស៊ីនមេដែលឆ្លើយតបនឹងទទួលបានអាសយដ្ឋាន IP និងព័ត៌មានបច្ចេកទេសមូលដ្ឋាន (ដូចជាប្រភេទឧបករណ៍ និងប្រព័ន្ធប្រតិបត្តិការ)។

ភាគីទីបីទាំងនេះដំណើរការសំណើតាមគោលការណ៍ឯកជនភាពរបស់ខ្លួន។ យើងមិនផ្ញើព័ត៌មានផ្ទាល់ខ្លួនណាមួយរបស់អ្នកទៅពួកគេទេ។

៤. ទម្រង់បែបបទក្នុងកម្មវិធី

៥. ការបរិច្ចាគ

កម្មវិធីមិនដំណើរការការទូទាត់ ហើយមិនប្រមូលព័ត៌មានកាត ឬគណនីធនាគារឡើយ។ វាបង្ហាញតែគណនីផ្លូវការរបស់គណៈដឹកនាំប៉ុណ្ណោះ។ ការផ្ទេរប្រាក់ណាមួយធ្វើឡើងក្នុងកម្មវិធីធនាគាររបស់អ្នក ក្រោមលក្ខខណ្ឌ និងគោលការណ៍ឯកជនភាពរបស់ធនាគារនោះ។

៦. អ្វីដែលយើងមិនធ្វើ

យើងមិនបង្ហាញការផ្សាយពាណិជ្ជកម្មទេ។
យើងមិនប្រើសេវាវិភាគ តាមដាន ឬរាយការណ៍កំហុសទេ។
យើងមិនតាមដានអ្នកឆ្លងកាត់កម្មវិធី ឬគេហទំព័រផ្សេងទៀតទេ។
យើងមិនលក់ ជួល ឬចែករំលែកព័ត៌មានផ្ទាល់ខ្លួនទេ — យើងមិនប្រមូលវាតាំងពីដំបូងឡើយ។

៧. ការអនុញ្ញាត និងជម្រើសរបស់អ្នក

អ្នកអាចអនុញ្ញាត ឬដកការអនុញ្ញាតទីតាំង និងការជូនដំណឹងបានគ្រប់ពេល ក្នុងការកំណត់ទូរស័ព្ទ។ កម្មវិធីនៅតែដំណើរការដោយគ្មានវា៖ ត្រីវិស័យគីព្លាត់ប្រើស្រុកដែលអ្នកជ្រើសរើស ហើយការរំលឹកនឹងឈប់។ ការសម្អាតទិន្នន័យកម្មវិធី ឬការលុបកម្មវិធី នឹងលុបអ្វីៗទាំងអស់ដែលកម្មវិធីបានរក្សាទុកនៅលើឧបករណ៍របស់អ្នក។ ដោយសារយើងមិនមានគណនី ឬទិន្នន័យផ្ទាល់ខ្លួនរបស់អ្នក គ្មានអ្វីដែលយើងត្រូវលុបនៅខាងយើងទេ លើកលែងកំណត់ត្រាម៉ាស៊ីនមេធម្មតា។ ប្រសិនបើអ្នកមានសំណើណាមួយ សូមទាក់ទងមកយើងខាងក្រោម។

៨. កុមារ

កម្មវិធីនេះសមស្របសម្រាប់គ្រប់វ័យ ហើយមិនមានគោលបំណងប្រមូលព័ត៌មានពីនរណាម្នាក់ឡើយ។ យើងមិនប្រមូលព័ត៌មានផ្ទាល់ខ្លួនរបស់កុមារដោយចេតនាទេ។

៩. សុវត្ថិភាព

ការតភ្ជាប់ទាំងអស់របស់កម្មវិធីប្រើ HTTPS ដែលបានអ៊ិនគ្រីប។

១០. ការផ្លាស់ប្តូរគោលការណ៍នេះ

ប្រសិនបើរបៀបដែលកម្មវិធីគ្រប់គ្រងព័ត៌មានមានការផ្លាស់ប្តូរ យើងនឹងធ្វើបច្ចុប្បន្នភាពទំព័រនេះ និងកាលបរិច្ឆេទចូលជាធរមាន។
